FCC SETTLES INVESTIGATIONS OF PURPLE COMMUNICATIONS, INC.
On Monday, the Federal Communication Commission’s Enforcement Bureau released
a consent decree with Purple Communications, Inc. that requires the company
to pay approximately $22 million to the Telecommunications Relay Service (TRS)
Fund, resolving Bureau investigations into whether Purple overbilled the TRS
Fund by artificially inflating TRS usage. The issues under investigation by
the Enforcement Bureau included whether the company unlawfully offered financial
incentives or rewards simply to inflate TRS usage and billables, and double-recovered

DREAM FULFILLED, 'EXTREME MAKEOVER: HOME EDITION' CREW DISSIPATES
Production crews for "Extreme Makeover: Home Edition" packed up and
left the Oregon School for the Deaf last Tuesday and will be sending in a team
to clean up the grounds. "So it looks like they were never here,"
dorm counselor Ed Roberts said. That isn't likely, considering the shiny new
energy-efficient dorm and the revamped Nightmare Factory that "Extreme
Makeover" left on campus. All of the Salem area will get to celebrate OSD's
"Extreme Makeover" on Oct. 31, when the episode is scheduled to air
on ABC. / The

ACID ATTACK HOAX PERPETRATOR BETHANY STORRO FACES 3 FELONY THEFT COUNTS
A Washington state prosecutor said today that it was a simple decision to charge
a woman with theft after police said she admitted to fabricating the story of
a stranger splashing acid in her face and then collecting $28,000 in donations
from the community. Bethany Storro of Vancouver, Wash., was charged with three
counts of theft on Monday, several days after authorities said she acknowledged
the Aug. 30 hoax in which she put caustic drain cleaner on her own face, causing
chemical burns. She had originally claimed she was attacked by a black woman.
[Ed. Note: Storro has been identified in other news articles as being deaf.]

DEAF MURDER SUSPECT'S TRIAL CONTINUED AGAIN
The trial of Oswaldo Elias Martinez, the deaf man charged with murder in the
2005 death of a Williamsburg woman has been delayed again. The defense wants
yet another evaluation to determine whether he is fit for trial, though prosecutors
are convinced otherwise. Martinez was scheduled Thursday for a competency review
in Williamsburg-James City County Circuit Court. Instead the case was again
continued, as it has been more than a dozen times over five years, so doctors
from Gallaudet University can conduct an independent competency exam of Martinez,
who cannot hear or speak and does not understand English. / Daily

HOUSE PANEL CONSIDERS SCHOOL FOR THE DEAF CAMPUS SALE PRICE
The estimated cost of ridding the former Scranton State School for the Deaf
campus of environmental problems and rehabilitating selected buildings is between
$25 million and $30 million, a state official told a House panel Monday. The
high remediation costs are a major reason why the state and neighboring Marywood
University agreed on a $500,000 sale price for the 10-acre Green Ridge property,
said Bradley Swartz, chief of the Department of General Services land management
division. / The

SIGNS OF OPPOSITION LINE MICHIGAN SCHOOL FOR THE DEAF
It was in response to a business proposal that would bring big changes to the
Michigan School for the Deaf next spring. The signs are gone now, but they sent
a very clear message to people driving along that particular stretch of Miller
Road. It tells another school and developer to leave their property alone. "Don't
take away our land." "We love our campus." "Don't demolish
the Thelma Heck Building." No one knows who is responsible for the signs,
but they appeared in front of the Michigan School for the Deaf in Flint early
Tuesday morning. / WJRT

PROGRAM LAUNCHED FOR DEAF, AUTISTIC STUDENTS
As the number of children with autism continues to grow, so does the number
of deaf young people diagnosed with the developmental brain disorder, according
to Robert Carter, president of the Vermont Center for the Deaf and Hard of Hearing.
The center has responded by launching the nation's first deaf-autism program,
which started classes Aug. 30. "We use a lot of the same approaches in
our regular curriculum," Carter said of the new program. "We adapted
them so they are more suited for deaf autistic children." / Brattleboro

SKILLED-INTERPRETER SHORTAGE PRESENTS HURDLE IN DEAF MD'S QUEST TO BECOME
DERMATOLOGIST
For Jessica Dunkley, the toughest part of medical school was the surgical rotation:
Deaf since childhood, she not only had to master complex procedures but cope
with colleagues who doubted her ability to function in a high-stress arena.
She studied furiously, determined to be the best-prepared student in the operating
room. She made it - only to run into a daunting roadblock. It could cost
as much as $250,000 a year to provide her with the help she needs to complete
the program./ The

MOVE SOUTH PAYS OFF FOR DEAF WOMAN
Having grown up in White Rock as a deaf person, Denise Thew knew the only way
to reach her goals was to leave. Wanting to advance in her education and career
- and not finding enough resources locally - the then-24-year-old

to do in the Vancouver area and so I began my search and I found that I was
able to be successful if I moved.” The decision to relocate paid off.

MICHAEL ALLEN -- HEARING IN COLOR
As a 13-year-old, I stood on stage in the school speech competition, trying
to ignore my jangling nerves, and declared that if I won $1 million I would
buy a new pair of ears. Not even a lifetime supply of ice creams or theme park
tickets could tempt me, I told the whole school. I just wanted two ears that
worked. Born profoundly deaf, I had been given a 5 per cent chance of ever being
able to speak intelligibly. With the odds stacked against me, I never thought
I would win the speech competition that day at Waikowhai Intermediate in Auckland.
I also never dreamed that 14 years later I would be able to hear with the help
of two cochlear implants. / The

New cell phones hitting the stores are geared toward text messaging, opening

As newer keyboard phones have been popping up, so has a growing deaf customer

Imagine you're in a busy airport -- say, JFK International in the Big Apple
-- but you don't hear a sound. No jet engines roaring into the sky. No security

TV NEWS CAPTIONING ON INTERNET
I was very excited for the OSD&B about the make over they received. From
what I could tell the new facility is beautiful. I don't know how the news story
was presented in Oregon, but I did not see any captioning on the news clip from

it should have also been captioned. Am I wrong? Did I miss something?
-Art Klar

Editor replies: Oh, that is nothing new. Society has not yet figured out how to automatically transition closed-captioning from TV to the Internet. It is extremely rare to see captioning on a news segment on the computer. It can be done but they just don't care enough to make it happen.
