DEAF STATEN ISLAND WOMAN'S 2012 FALSE ARREST SUIT TO PROCEED
A deaf Staten Island woman’s lawsuit alleging false arrest can move forward, a judge has ruled. Diana Williams filed a Manhattan Federal Court suit against the NYPD in 2012, alleging her civil rights were violated when she was arrested outside her home and locked up for 24 hours without an interpreter. The city tried to get the case tossed, but an indignant Judge Valerie Caproni ruled Aug. 5 it can proceed. She called it “preposterous” that the NYPD didn’t anticipate the need to accommodate people’s disabilities. / NY Daily News

NEW TECH HELPS DEAF CITIZENS GET FEDERAL AGENCIES ON THE LINE
The Census Bureau and the Equal Employment Opportunity Commission will be the next agencies to provide direct video calling to ease communications with the deaf community. The technology will connect a deaf citizen with an American Sign Language-fluent call operator at the agency in order to improve customer service and incorporate digital tools to benefit those with hearing or speech impairments, according to a White House blog. / GCN

GRPS RESPONDS TO CONCERNS OF PARENTS OF KIDS IN ORAL DEAF PROGRAM
Grand Rapids Public Schools won't fill an audiologist position in the Oral Deaf Program but the district is hiring the recently retired Jack DeBoer as a consultant to support the set up and transition of the person filling his job this school year. The move is in response to parents of children who are deaf or hard of hearing who lobbied the school board at its Aug. 3 meeting to not go from two to one audiologist, fearing a potential decline in the well-regarded countywide program's service and quality. / MLive.com

PRESCHOOL AIMED AT HELPING KIDS WHO ARE DEAF OR HARD OF HEARING LOSES FUNDING
A group of parents is upset they’ll have to look for another preschool for their children who are deaf or hearing impaired. Sound Beginnings is funded by the Utah School for the Deaf and Blind, but this year the school is being forced to operate without their financial backing. Parents drove from Logan to Salt Lake City with their little ones to weigh in on their future at the State School Board meeting. They packed the room carrying signs and wearing T-shirts showing their support for Sound Beginnings. / fox13now.com

DEAF CHILD'S HEARING DEVICE DISAPPEARED ALONG LAVALLETTE SHORELINE
A Lavallette woman requests the public's help in finding her granddaughter's hearing device that disappeared along the Lavallette shoreline. The little girl, who is deaf, has a cochlear implant, said her grandmother, Eileen Carney Towne. One of the implant's head pieces came off on the shoreline at Magee Avenue in the borough, Towne said. "Not very hopeful, but stranger things have happened," she said. "If anyone sees and finds please let me know." / NewsWorks

DEPUTIES: DEAF 82-YEAR-OLD MAN WITH DEMENTIA FOUND
A deaf 82-year-old man with dementia was found Wednesday morning in Calhoun County, the Greenville County Sheriff's Office said. Charles Thomas McJunkin Sr. was reported missing Tuesday night. According to McJunkin's girlfriend, he was planning to go to the post office, Wells Fargo, to get a haircut in Simpsonville, and then go to her house in Williamston, but never made it. / WYFF

A Toronto man alleges he was abused for years at Ontario schools for the deaf and has launched a class action lawsuit on behalf of other former students against the provincial government. The statement of claim alleges sexual, physical and mental abuse at four provincially run schools for the deaf over the course of decades. Christopher Welsh accuses the province of negligence in the establishment, funding, operation, management and supervision of schools in Ottawa, London, Belleville and Milton. / CTV News

DEAF PEDOPHILE WHO TRIED TO MEET 13-YEAR-OLD FOR SEX IS JAILED FOLLWING STING BY VIGILANTE GROUP
A pedophile who tried to meet a 13-year-old girl for sex has been jailed after he was caught out by a vigilante group. Kenneth Walker, who is profoundly deaf, took a morning-after pill and a teddy bear with him to meet "Roxy" who he met online. The 37-year-old travelled more than 150 miles from his home in Nottingham to Newcastle in April to the meeting. But he did not realize he had fallen for a sting by pedophile hunters Dark Justice, who posed as the teenager online. Walker was arrested by police after he got off a bus. / Mirror

The flood of claims for whiplash injuries became one of the big scandals of the last decade. Now the insurance industry is preparing itself for a new wave of victims claiming compensation – this time for deafness. Tens of thousands of claims for hearing loss blamed on noise in the workplace are already being processed and the phenomenon is being dubbed ‘the new whiplash’. As performers go, he’s now well and truly a Fringe regular – despite never speaking a word. Paul Belmonte, 44, is now in his eighth year as a sign language interpreter at the event. He has handled a variety of productions in comedy and drama and this year faces the challenge of Swallow at the Traverse Theatre. The “dark and poetic” show features three characters who feel varying degrees of fury and fear towards the world at large. Judith Raxworthy is all ears for remote real-time captioning -- the technology is a step forward for the inclusion of those with hearing losses in community forums. Ms Raxworthy said the deaf were excluded from gatherings such as council meetings, information sessions and political conferences. "We don't go simply because we cannot hear and it's too frustrating," she said. Abegail Montejo, a 40-year-old deaf person, walks out of the hospital after the successful removal of her uterus over a benign tumor she had for 3 years. She went home without spending a single centavo. Aside from the free hospital services, she was also accompanied by a sign language health care interpreter for her to fully understand important information on her operation up to her discharge. “I am thankful for the people from DOH who supported me,” said Montejo. / Rappler

DEAF REACHED THROUGH STORY CRAFTING
It appeared to be just words in a book that some American visiting Thailand had given him. This Bible just wasn't working for Ball Lamphun. He wanted a god who talked to him, maybe even gave him some guidance. He couldn't find that in the words. This Bible wasn't in his "heart language" of Thai Sign Language, so he gave up -- well, kind of. He made one final plea to God, "Speak to me," and waited. Then Lamphun felt God prompting him to approach some strangers. "Is he the one who will tell me about Jesus?" Lamphun thought to himself. / CrossMap

VIETNAM'S MILLION-DOLLAR EDUCATION PROJECT FOR DEAF CHILDREN ENDS AFTER FIVE YEARS
Vietnam's first-of-its-kind million-dollar joint education project for deaf children under six years old has ended after five years. The Inter-generational Deaf Education Outreach project was funded by the Japanese Social Development Fund and implemented by the World Bank. It provided home-based sign language education to 255 deaf children under six years old in four Vietnamese cities and provinces. MAN WHO ALLEGEDLY RAPED DEAF WOMAN IN COURT
A 23-year-old man has been arrested in connection with the rape of a Khayelitsha woman and the murder of her boyfriend. The 23-year-old woman's boyfriend was shot dead during the attack in Section B, Makhaza last Friday. The rape survivor is partially deaf and cannot speak properly. A family member says she is receiving trauma counselling. “She’s scared. This morning she told me she wants to relocate the Eastern Cape.” / Eyewitness News

BAR MITZVAH PROJECT GETS SYNAGOGUE'S HEARING IMPAIRED IN THE LOOP
Jake Vistoso and his brother, Evan, both wear hearing aids, yet had trouble understanding the rabbi at their synagogue in Newtown. Since Jake had just turned 13, he wanted to tackle that auditory challenge for his bar mitzvah project. The answer was a "hearing loop" - a strand of wire hidden under the carpet of the sanctuary at Congregation Brothers of Israel. Jake helped raise more than $3,000 for the loop system, which transmits audio from the rabbi's microphone directly into most hearing aids. No headset required. / The Inquirer

YOSEMITE CHURCH TO LAUNCH DEAF MINISTRY
Yosemite Church in Merced will launch its first Deaf Ministry – a service church leaders say is much needed in the community. The church, at 2230 E. Yosemite Ave., will have ASL interpretation available at its 11 a.m. service starting Sunday. Angelica Martinez, who is deaf and has spent many years trying to promote deaf awareness in Merced, came up with the idea of the ministry and presented it to Yosemite Church leaders. Two weeks ago Elias Goutoufas had surgery at Tampa General Hospital to fit him with cochlear implants. Now that they work, it was time to celebrate with his late father’s whistle and his words. Elias and his brother, who had the same procedure done in Tampa five weeks ago, listened to a tape of their late father singing a lullaby to the kids when they were little. As a parent of a deaf child who attends preschool at Kinsey Elementary School, I was sad to learn that FUSD (Flagstaff Unified School District) and ASDB (Arizona School of the Deaf and Blind) would no longer be working together. FUSD and Kinsey Elementary School have been wonderful for my daughter. She was born April 26, 1934, at Big Stick, W.Va., a daughter of the late Jake and Rhoda Shamblin Chamberlain. Shirley was a 1955 graduate of the West Virginia School for the Deaf in Romney, W.Va. Position
Reporting to the Board of Directors, the Executive Director (ED) will have overall strategic and operational responsibility for DCARA's staff, programs, expansion, and execution of its mission. S/he will initially develop deep knowledge of field, core programs, operations, and business plans.

Responsibilities
Leadership & Management:
• Ensure ongoing local programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, fundraising, communications, and systems; recommend timelines and resources needed to achieve the strategic goals.
• Actively engage and energize DCARA’s volunteers, board members, event committees, alumni, partnering organizations, and funders.
• Serve as an ex-officio non-voting member of the Board of Directors and participates in Executive Sessions by invitation of the board; seek and build board involvement with strategic direction for ongoing local operations.
• Lead, coach, develop, and retain DCARA's management team.
• Ensure effective systems to track progress, and regularly evaluate program components, so as to measure successes that can be effectively communicated to the board, funders, and other constituents.

Budget and Finance:
• Be responsible for developing and maintaining sound financial practices and work with the Finance Committee and the board in preparing a budget; see that the organization operates within budget guidelines.
• Expand local revenue generating and fundraising activities to support existing program operations and regional expansion.
• Design the expansion and complete the strategic business planning process for the program expansion.
• Establish relationships with the funders, and political and community leaders.
• Be an external local and national presence that communicates program results with an emphasis on the successes of the local program as a model for regional and national replication.

Qualifications
The ED will be thoroughly committed to DCARA's mission. The candidate should have proven leadership, coaching, and relationship management experience. Concrete demonstrable experience and other qualifications include:
• A Bachelor of Arts/Bachelor of Science degree in Management, Social Services or a closely related field preferred, with at least 5 years of extensive experience that demonstrates that the applicant has acquired and successfully applied the principles and knowledge of nonprofit management.
• A minimum of three years of experience related to nonprofit (501 c. 3) community based organization with management and supervision of a large staff.
• Past success working with a Board of Directors with the ability to cultivate existing board member relationships.
• Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures.
• Strong written skills and fluency in American Sign Language (ASL) is preferred and also a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.
• Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning.
• Passion, idealism, integrity, positive attitude, mission-driven, and self-directed.
• Experience in the development and administration of social service programs specifically for Deaf and hard of hearing persons. Practical experience with grant procurement, management and fundraising projects preferred.
• Knowledge of the current trends impacting Deaf people as well as sensitivity and ability to work effectively with a diverse population of people.
• Must provide proof of U.S. citizenship and possess a current and valid Driver’s License along with a copy of current auto insurance.
