FAMILY: 71-YEAR-OLD MAN KILLED BY DEPUTY IS PARTIALLY DEAF AND BLIND
The family of a 71-year-old Powhatan man shot and killed by a deputy Monday night is talking to NBC12 about serious questions they have for investigators. Relatives of Franklin Short released photos of the man they describe as a minister, who is partially blind and deaf. On Tuesday, police said the man confronted officers with a rifle when they showed up at his door. The deputy involved in the fatal shooting is on paid leave as State Police get to the bottom of what happened. / WWBT

MAN ARRESTED FOR STABBING BROTHER AFTER ARGUMENT
A Gainesville man was arrested Sunday after stabbing his brother during an argument in near Hawthorne, the Putnam County Sheriff's Office reported. Manuel Hutchinson, 50, stabbed his brother, Rodney, twice in the stomach after chasing him around the yard with a box cutter-type blade, police said. Manuel caught up with Rodney after the latter man fell over a log. The argument ensued after Rodney began to make fun of his brother for being deaf. / First Coast News

FRAMINGHAM SETTLES LAWSUIT WITH DEAF MAN WHO SUED POLICE
After a court battle that lasted nearly two years, Framingham has reached a legal settlement with a deaf man who claimed police officers violated his rights when they arrested him several years ago. Jon Dresser sued the town and several police officers after he was arrested in Framingham on June 5, 2010. Dresser claimed he suffered permanent damage to his hands as a result of being handcuffed roughly during the incident. Under the agreement, Dresser will receive $150,000 in exchange for dropping his claims against the town, the police department and its insurer. / MetroWest Daily News

ADVOCATES CHEER DEAF CITIZENS BEING ADDED TO JURY POOL
For years, deaf residents have been shut out of one of the most important civic duties of every citizen -- jury duty. But Heidi Reed, commissioner of the Massachusetts Commission for the Deaf and Hard of Hearing, says the jury pool is about to expand. The state is currently in the second year of a three-year pilot program to put deaf citizens in the jury pool and, potentially, in the jury box. Reed describes it as a "milestone." / Lowell Sun

SHE OWES HER ACTIVISM TO A BRAVE MOM, THE ADA AND CHOCOLATE CAKE
To Haben Girma's grandmother, back in East Africa, it "seemed like magic." Her granddaughter, born deaf and blind, is a graduate of Harvard Law School and works as a civil rights attorney. It's easy to understand why the grandmother feels that way. Years before, she had tried to find a school in Eritrea for Girma's older brother, who was also born deaf and blind. She was turned away. Girma told the story last week at the White House, when she introduced President Obama during a ceremony to mark the 25th anniversary of the Americans with Disabilities Act. / ideastream

DEAF KANSANS REQUEST MEDICAID CHANGES
It’s common knowledge that a child’s first years are critical for language development. But what if that child is deaf and has parents who don’t know sign language? Chriz Dally, a board member of the Kansas Association of the Deaf, posed that scenario last month at a meeting of state officials and members of the National Council on Disability. Between 90 percent and 95 percent of deaf children have hearing parents with no experience with deaf people or ASL, Dally said. That sets back deaf children academically, compared to their hearing peers, by the time they arrive in school. / KCUR

DEAF SCHOOL CUTS TIES WITH SOUND BEGINNINGS, TO IRE OF PARENTS
The Utah School for the Deaf and Blind officially cut financial ties with the Sound Beginnings program at Utah State University this summer, leaving students in a lurch and many parents upset. Sound Beginnings started as a program where USU graduate students who wanted to specialize in teaching deaf and hard-of-hearing students could receive specific training in that area. It then grew into a practicum where graduate students studying speech language pathology, deaf education and audiology could interact with the children. / The Herald Journal

DEMOLITION OF FORMER SCHOOL FOR THE DEAF SET TO BEGIN
The Malone Central School District Board of Education on Tuesday approved bids to demolish the former North Country Community College buildings and renovate the district’s bus garage. District voters last year approved the demolition of the former campus, which began as the New York State School for the Deaf, as part of an overhaul of the adjacent bus garage. / Watertown Daily Times

DEAF COMMUNITY CENTER CLOSES ONE DOOR, OPENS ANOTHER
When the Denali Deaf Community Center found out it wasn't going to get funding from the State of Alaska, there was no choice but to close the doors at its location downtown. The DDCC is now partnering with Hope Incorporated. "Not having a building it's kinds of an obstacle that we have to overcome," Treasurer of DDCC Pam Solderholm said. "We were very disappointed [when they didn't get funded]... The timing couldn't have been better." / KTUU

PARENTS OF ORAL DEAF STUDENTS LOBBY GRAND RAPIDS SCHOOLS FOR STAFFING
The parents of children who are deaf or hard of hearing urged Grand Rapids Public Schools leaders to keep two audiologists on staff with the Oral Deaf Program instead of a plan to not replace retiree Jack DeBoer. In July, school leaders said reducing the number of audiologists from two to one was a part of a natural attrition plan. Parents were sent a letter that services would delivered differently but it would not be less assistance. / MLive.com

A man who experienced what it is like to be deaf for the day has described how the experiment left him feeling lost and vulnerable
Anthony Brown, from London, who works as a runner on ITV's This Morning, was fitted with foam ear plugs to reduce his hearing. He undertook the experiment to raise awareness about the rise of deafness in the UK as while there are currently 10 million people with some form of hearing loss in the UK, by 2031 the figure is estimated to be close to 14.5 million. / Daily Mail

DEAF POLICE MARKSMAN 'MIGHT NOT HAVE BEEN ABLE TO TELL THE DIFFERENCE BETWEEN SHOOT AND DON'T SHOOT'
A police marksman was removed from post because he was deaf and may have been unable to distinguish between "shoot" and "don't shoot", an employment tribunal has heard. Bruce Shields had been working as a firearms officer with partial hearing for 16 years, but lost his post after he failed a hearing test. After he was moved to different duties a woman superintendent supervisor remarked that she "couldn't believe he had got away with his hearing loss" for so long. / Telegraph

POLICE FIND BODY IN SEARCH FOR MISSING DEAF MAN PAUL NEVIN
Scotland Yard said officers seeking Paul Nevin, 28, found an unresponsive body in Brockley Hill, Edgware on Sunday. The death is not currently being treated as suspicious and next of kin have been informed. A police spokesman said: "Although formal identification has yet to take place, we are satisfied that the deceased is Paul Nevin." Mr Nevin, who was deaf and communicated using sign language, had been missing from his home in Edgware since July 18. / London Evening Standard

OBSCENE MESSAGE FOUND WRITTEN ON WALL OF DEAF WOMAN'S HOME AFTER BURGLARY
A teenager has been ordered to carry out community service after he and a younger boy burgled the house of a profoundly deaf woman last year. Lewis Smith broke into the house the day after he turned 18. The teenagers stole a computer tablet, a mobile phone and a television during the burglary. The homeowner later discovered that “I had sex with your nanny in a box” had been written on the sitting room wall in pen. / Irish Independent

When Jonathan Caras and his co-founders created Glide in 2013, he expected it would appeal to families and friends that wanted to communicate via video, but didn’t want to bother with syncing schedules for Skype calls. Caras and his co-founders envisioned Glide to be like WhatsApp but for video messages, where users send short clips of themselves. Journalist-turned-director Mahesh Bhatt said he did not face any problem while shooting with the 13 deaf children for his debut film “The Silent Heroes." Indian High Commissioner in Pakistan Dr TCA Raghavan is due to meet on Tuesday the speech-and hearing impaired young Indian woman, Geeta, who has been stranded in Pakistan for at least 15 years and help her re-unite with her family back home. According to reports, the Indian envoy is in Karachi and will meet the woman in a short while. Alex Spraggins, 13, has his eyes on the gridiron. "He wants to play football," says his mother, Sylvia Spraggins, "because there are not enough boys on the team at the Georgia School for the Deaf." Alex is deaf, but his journey goes much deeper. At two weeks old, Alex was abandoned in a field in his native China because he was born with little skull. Chinese police found Alex and brought him to an orphanage; then foster parents from Ohio gave him a temporary home. Then, the Spraggins family from Georgia agreed to adopt him. / 11alive.com

A small group of boys sat together, one’s feet pushing steadily on the pedals, propelling a white and blue paddleboat on the lake at the YMCA’s Camp Hamilton in Anniston. The boys laughed and smiled as the tiny boat forged ahead. Finally, a camp counselor called for them to return to the embankment. One of the boys on the boat, Devin Hale, was born deaf. Womanspace, Inc. in Lawrenceville was recently awarded a charitable grant from BlackRock for $5,000 supporting its Deaf Advocacy Project. It is estimated that one in every four women are beaten and one in every five women are sexually assaulted in their lifetime. For the deaf and hard of hearing the ratios are even higher. Kurs) have announced that the rebellious students from the acclaimed Deaf West production of Steven Sater and Duncan Sheik's Spring Awakening, directed by Michael Arden and choreographed by Spencer Liff, will transfer with the musical to Broadway. This summer, the campers are keeping their highly anticipated music video project under wraps until it is released exclusively to PEOPLE on August 25. SURGE'S SKIP FLANAGAN IS DEAF, AND HAS BIG-LEAGUE DREAMS
The public-address announcer informs the crowd that the next batter for the Old Orchard Beach Surge is No. 17, Skip Flanagan, which is also the cue to begin playing the familiar guitar riff from George Thorogood’s “Bad to the Bone.” The choice of walk-up music is an homage to Flanagan’s burly junior varsity high school coach, who used the song as his ring tone. It’s also an inside joke of sorts. Flanagan cannot hear the song as he strides toward the left-handed batter’s box at The Ballpark. In fact, he has never heard it. DEAF SWIMMER MAKING WAVES
A 15-year-old girl from San Antonio will be the only swimmer taking part in the the Deaf World Swimming Games coming to the Alamo City later this month. "I am really proud," said Nathan Hale, Grace's dad. Grace has been swimming since she was 7 years old and developed the desire to compete. Grace was able to hear early in life but by the time she turned 10 she was completely hearing impaired, but that didn't stop her. Position
Reporting to the Board of Directors, the Executive Director (ED) will have overall strategic and operational responsibility for DCARA's staff, programs, expansion, and execution of its mission. S/he will initially develop deep knowledge of field, core programs, operations, and business plans.
Responsibilities
Leadership & Management:
• Ensure ongoing local programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, fundraising, communications, and systems; recommend timelines and resources needed to achieve the strategic goals.
• Actively engage and energize DCARA’s volunteers, board members, event committees, alumni, partnering organizations, and funders.
• Serve as an ex-officio non-voting member of the Board of Directors and participates in Executive Sessions by invitation of the board; seek and build board involvement with strategic direction for ongoing local operations.
• Lead, coach, develop, and retain DCARA's management team.
• Ensure effective systems to track progress, and regularly evaluate program components, so as to measure successes that can be effectively communicated to the board, funders, and other constituents.
Budget and Finance:
• Be responsible for developing and maintaining sound financial practices and work with the Finance Committee and the board in preparing a budget; see that the organization operates within budget guidelines.
• Expand local revenue generating and fundraising activities to support existing program operations and regional expansion.
• Design the expansion and complete the strategic business planning process for the program expansion.
• Establish relationships with the funders, and political and community leaders.
• Be an external local and national presence that communicates program results with an emphasis on the successes of the local program as a model for regional and national replication.
Qualifications
The ED will be thoroughly committed to DCARA's mission. The candidate should have proven leadership, coaching, and relationship management experience. Concrete demonstrable experience and other qualifications include:
• A Bachelor of Arts/Bachelor of Science degree in Management, Social Services or a closely related field preferred, with at least 5 years of extensive experience that demonstrates that the applicant has acquired and successfully applied the principles and knowledge of nonprofit management.
• A minimum of three years of experience related to nonprofit (501 c. 3) community based organization with management and supervision of a large staff.
• Past success working with a Board of Directors with the ability to cultivate existing board member relationships.
• Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures.
• Strong written skills and fluency in American Sign Language (ASL) is preferred and also a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.
• Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning.
• Passion, idealism, integrity, positive attitude, mission-driven, and self-directed.
• Experience in the development and administration of social service programs specifically for Deaf and hard of hearing persons. Practical experience with grant procurement, management and fundraising projects preferred.
• Knowledge of the current trends impacting Deaf people as well as sensitivity and ability to work effectively with a diverse population of people.
• Must provide proof of U.S. citizenship and possess a current and valid Driver’s License along with a copy of current auto insurance.
