FREDERICK LEARNS AS FIRST DEAF MAYORAL CANDIDATE BEGINS CAMPAIGN
When Frederick’s mayoral candidates took the stage at their first public forum last week, one of the seven was missing. Carol Hirsch sat in the back of the room, unable to participate. The interpreter she thought would be there was unable to make it. As the first deaf person to run for Frederick office, Hirsch, a Democrat, said she understands that not everything will work out. “It is a very new experience for me,” she said through an interpreter. “It is a new experience for the community.” / The Frederick News-Post

LAWSUIT FILED AFTER DEAF BROWNSVILLE MAN DETAINED AT CHECKPOINT
A civil rights lawyer filed a lawsuit on behalf of a deaf Brownsville man who was detained at the Boca Chica Beach federal checkpoint and was not provided with an interpreter to translate between the man and federal authorities. South Texas Civil Rights Project attorney Joseph Martin filed the suit on behalf of Adam Schraer. According to the lawsuit, Schraer was detained for two hours without reasonable accommodation and could have been deported by mistake. / The Brownsville Herald

DEAF DUO SUES CINEMA COMPANY
Two deaf men in Connecticut have filed a lawsuit against Bow Tie Cinemas over what they claim is a lack of access to movies for the hearing impaired. On July 2, Michael Fiorino and some friends went to the Criterion in West Hartford, owned by Bow Tie Cinemas, but workers told them there were only two closed-captioning devices. "And there were four of us," said Harvey Corson, president of Connecticut Association of the Deaf. "But they told us one has already been taken out." So Corson and two others left Fiorino on his own, to enjoy the movie with the remaining device. But it didn't work. / NBC Connecticut

DEAF MAN SUES HOSPITAL DUE TO LACK OF TRANSLATOR
A deaf man has filed a lawsuit against a Tyler medical center for failing to provide an interpreter so that he could be informed about the medical status of his wife. Robert Phelps filed suit against East Texas Medical Center Regional Healthcare System on July 25. According to the lawsuit, in Aug. 2012, Phelps requested interpreters for one night in order to be informed of the medical status of his wife. The Lindale Police Department also made the hospital aware that Phelps would require an interpreter, but the requests were ignored, the suit states. Phelps alleges that the hospital even refused to attempt written communication with him. / Southeast Texas Record

INTERNET TRADE GROUP SIDES WITH EBAY AGAINST DEAF USER
A trade group representing Amazon, Facebook, Google, and other Web companies says that online commerce sites could face “ruinous obligations” if they are required to accommodate users with disabilities. The Internet Association makes the argument in a proposed friend-of-the-court brief, which urges the 9th Circuit Court of Appeals to rule that the Americans with Disabilities Act does not apply to eBay. “Applying the ADA to all Web sites may place uncertain, conflicting, burdensome, and possibly ruinous obligations on members of The Internet Association,” the group says in papers filed last week. / MediaPost

VILLAGE SIGN LANGUAGES, VANISHING FAST
Long before the summer people descended, Martha’s Vineyard was an isolated settlement of fishing and whaling villages—so isolated, in fact, that it was said that more islanders had sailed to China than to Boston. Several old Vineyard families arrived together on the same ship from the English county of Kent, settled in the same villages, and married among themselves down through the generations. And it was a gene mutation high up in this family tree that ended up giving Martha’s Vineyard a curious distinction: It had one of the highest concentrations of deaf residents in the United States. / The Boston Globe

HELPING THE DEAF TO 'SEE' AND 'FEEL' SOUND
Earlier this summer in a packed and freezing-cold auditorium in Doha, the all-female team of students from Qatar University burst into cheers and tears as they were pronounced winners of the country’s INJAZ Young Enterprise of the Year Competition. As the crowd gave them a standing ovation, tiny LED lights flashed and faint vibrations could be seen and felt on the wrists of a few people in the audience – the reason for the team’s success. In just a few months, the young entrepreneurs designed, prototyped and even sold their idea called VibroHear – a sleek, colourful, and elegantly designed bracelet meant to give “a sense of security” and the “feeling” of sound to those with hearing disabilities. / BBC

OFF-SCREEN CAPTIONED TECHNOLOGY FOR DEAF
A Birchanger-based inventor has moved a step closer to improving the cinema experience for the deaf and hard of hearing after teaming up with a successful entrepreneur. Jack Ezra, owner of 3D Experience, has designed an innovative off-screen subtitle system which aids those who need it while remaining invisible to the general audience. Subtitles appear on a special display just below the main screen, but the so called “inconspicuous” display looks grey until you wear the special, lightweight glasses which make the subtitles visible. / At The Rim

CHARITY RUNNERS RAISE MORE THAN £1000 FOR DEAF CHARITY
More than £1000 ($1,530 US) has been raised for a Beaconsfield charity after 10 runners completed the British 10k London Run this month. Many of the competitors work for the charity, with runners Neil Cooper and Owain Zerelli completing the race in just under one and a half hours. The money raised will benefit SignHealth, which focuses on improving the mental and physical health of deaf people and campaigning for improved access and communication within the healthcare setting. / Bucks Free Press

People who are Deaf or have low literacy now have a new tool to access information on human rights. A new video, entitled "Your Guide to Understanding the Canadian Human Rights Act," provides information on human rights in American Sign Language (ASL), Québec Sign Language (LSQ), English and French captioning, and English and French voice-over. IMPLANT OFFERS NEW WORLD FOR DEAF WOMAN
It's taken 70 years for Yvonne Quinn to hear the voices of her loved ones. The Massey resident was born profoundly deaf, a trait that's affected four generations of women in her family including daughter Donna and five-year-old granddaughter McKenzie. But after receiving a cochlear implant in March, she can now hear and actively take part in conversations. "After I received the implants I was always thinking ‘what was that'?" she says. 700 DEAF, MUTE TO PERFORM NATIONAL ANTHEM IN SIGN LANGUAGE
Prerna 2013, a national-level social event organized by the students of M S University's Faculty of Technology and Engineering, is set to make a new record this year. During the two-day annual event, the budding engineers of MSU will attempt to register a Limca Book of Records. The record will be one of its kind in which more than 700 deaf and mute people from every caste, creed and sex will perform the Indian national anthem on the same platform in sign language. / Times of India

When Ayush was born -- as hale and hearty as any other baby his age -- in 2006, his father Narad Thakur never thought the diarrhea that every baby suffers from while teething would render him deaf and, resultantly, dumb. Seven years on, the father-son duo continue to knock the doors of one and all for the humble barber cannot afford to pay the Rs 8 lakh ($13,000 US) that the doctors estimate to be the cost to cure the 7-year-old. / Times of India

UDEWO, an acronym for Uganda Deaf Women Organisation, is a non-government, non-political and non-profit organization that works to promote the rights of deaf women and girls in Uganda. Having started as a Community Based Organisation named United Young Deaf Women Group in 2002 by a group of 21 young Deaf women in Uganda, it later transformed to UDEWO in February 2010 upon realizing that their work jurisdiction could not accommodate needs of deaf women outside the youth age group. / UGO News

Olive Osmond was the matriarch of the world famous Osmond singing family. Two of her children were deaf and she then began devoting her life to helping people with hearing loss. Architects are bound by law to design buildings that are accessible to the disabled, but the deaf often get left out of the equation. A group of designers and deaf students are now trying to change that—and their first building, a dormitory at predominantly deaf college Gallaudet University, is their manifesto. The building is a collaboration between a group of design firms led by New York firm LTL and an unusual stakeholder: DeafSpace, a group of students led by Gallaudet’s campus architect, Hansel Bauman. / Gizmodo

Oregon Department of Education announced the new director for the Oregon School for the Deaf last Wednesday. Sharla Jones, supervising teacher and academic principal, has been hired to serve as Director for the Oregon School for the Deaf. JOINT YOUTH GROUP VENTURE HELPS SCHOOL FOR DEAF
A group of young people from Logan County, along with their sponsors, just returned from a missions trip in Jamaica. The trip, which was a partnership between CCC Ministries and Bulldog Ministries, sent 70 students and adult sponsors to Jamaica for a week to assist with the Jamaica School for the Deaf. "In Jamaica being deaf is considered a major handicap," said Shauna Stieb in a three-hour report on the trip on Sunday morning at the Crook Community Center. / Journal Advocate

REACHING OUT TO THE DEAF IN DISASTERS
A group that helps first responders and emergency personnel provide disaster assistance to the deaf and hard of hearing is working to increase its services. Johnny McDonald, director of the Georgia Emergency Management Interpreting Initiative, said he sees their first emergency preparation training meeting as the beginning of the future of GEMINI. “It’s time for us to get deaf and hard-of-hearing [people] on the board to establish a line of communication with local emergency workers,” McDonald said. / Rome News-Tribune

Kelly Thomas knew he wanted to work in law enforcement, but he found his time as a St. Augustine Beach Police officer unfulfilling. So eight years ago, Thomas looked in a new direction. What he found was a position as a Florida School for the Deaf and the Blind school resource officer, and he knew that was exactly what he was seeking. DEAF RABBI PREPARES TO LEAD A HEARING CONGREGATION IN MASSACHUSETTS
On Aug. 1, Rabbi Darby Leigh will begin his tenure as leader of Congregation Kerem Shalom in Concord, Mass. Leigh is “profoundly deaf.” Without his hearing aids, he is unable to distinguish sounds below 90 decibels (the average range of a hearing person is 0-120 decibels, with speech being somewhere around 60 decibels). With his new position, Leigh joins a very small cadre: He will be just the second deaf rabbi to lead a hearing congregation in America. / Tablet Magazine

This weekend, people from coast to coast will be celebrating National Dance Day. The grassroots campaign was launched three years ago by FOX's "So You Think You Can Dance" executive producer Nigel Lithgoe. Good Day Atlanta's Karen Graham discovered the impact the event had on one local woman and how she's making a difference. Qualifications for the position: A Master’s Degree in Business, Public Administration, Social Services or a related field is required for this position. Eight (8) years managing programs or projects that include strategic planning, and/or developing and implementing programs or services that require interaction with other agencies and/or with multiple parties to include five (5) years experience in direct staff management. Substantial experience with managing complex programs and budgets, significant experience in the administration of programs and services for the Deaf, Hard of Hearing and Deaf-Blind communities required.

Ability to communicate fluently in American Sign Language required.

DESCRIPTION OF WORK:

This position provides culturally affirmative mental health services to deaf and hard of hearing adults coping with mental health issues in Duluth, MN and Northeast Minnesota. The main responsibility of the Mental Health Specialist is to provide psychotherapy/ counseling services and the remaining of time will include clinical case management/coordination, consultation, training, aftercare planning, and community placement assistance for deaf and hard of hearing adults. The candidate will be housed in Duluth and will travel in Northeast Minnesota on a regular basis.

MAIN RESPONSIBILITIES:


Provide direct mental health services (independently or with supervision) to deaf and hard-of-hearing adults and their families. Responsibilities include: individual/couples/family/group psychotherapy, intake evaluation, treatment planning, some clinical case management, inter-agency coordination, and psycho-education. Complete intake evaluations, treatment plans, progress notes, discharge summaries, and other reports as required. Some consultation duties are also involved (in-services and workshops on Deaf culture and mental health). Maintain close contact with local acute psychiatric units and group homes ensuring that their services are accessible for deaf and hard-of-hearing clients. Assist in client capacity building in the regions covered.

PREFERRED QUALIFICATIONS:


Fluency in American Sign Language (ASL)
Master’s Degree in Counseling, Psychology, Social Work or behavioral-health related field
At least 2 years advanced profession experience, OR 1 year advanced professional experience plus 2 years professional experience providing direct mental health services to deaf and hard of hearing individuals
Licensed or license-eligible for LPC, LPCC, LP, LICSW or LMFT in the state of Minnesota
Knowledge of clinical/crisis interventions and psychiatric medications
Ability to provide consultation services to mental health care organizations
Ability to complete required reports, case files, and other paperwork duties accurately and in a timely manner
Ability to multi-task and cope under stressful circumstances
Excellent client advocacy and interpersonal skills
Thorough knowledge of relevant professional codes of ethics and DSM diagnoses
Fully competent in Deaf and hearing cross-cultures
Willingness to perform some duties at remote work sites, involving some statewide travel
Experienced or familiar with a statewide system of mental health services
Knowledge of the video technology used by deaf and hard-of-hearing people
