JURY AGREES DEAF WOMAN'S RIGHTS VIOLATED, BUT REFUSES HUGE PAYOUT
A federal jury awarded a deaf woman just $1 in her multimillion-dollar lawsuit against Tacoma police and Pierce County. But the jury did agree that her rights were violated when she was arrested. It was that arrest, pictures of her bruises, and her time in the Pierce County Jail that led to the $4.5 million lawsuit. But a federal jury only agreed with two points in the lawsuit, and not the huge payout. Pierce County Prosecutor Mark Lindquist released a statement saying, "We take strong stands against frivolous and harassing lawsuits. We're successfully protecting the taxpayers' money." / KIRO-TV

SECOND SUSPECT IN RAPE OF 13-YEAR-OLD HEARING-IMPAIRED GIRL SURRENDERS TO POLICE
The man wanted in connection with the sexual assault of a 13-year-old girl surrendered late Thursday night, police said. Lucas Martin turned himself in to Dallas police headquarters and is now in jail, said department spokesman Lt. Max Geron. Randy Moehlman is outraged that no one lifted a finger to help his 69-year old deaf father after he was robbed and punched in the face at a Metrolink stop last week. It happened Tuesday around 11:30 am at the Richmond Heights Metrolink stop, just east of the Galleria.
Moehlman said his father was catching a train to go downtown to eat lunch. When he pulled out money to buy a ticket he says a thief grabbed the money in his father’s hand. / KMOV

DEAF, BLIND SCHOOLS ASK FOR $350K GRANT
The West Virginia School Building Authority will make a decision by April 28 on whether or not to grant $350,000 to the West Virginia Schools for the Deaf and the Blind. WVSDB Superintendent Lynn Boyer met with the authority Tuesday morning. “The board was very interested in the presentation,” Boyer said. In addition to the planning grant, Boyer asked the authority for $7.9 million to construct three residential units. / Cumberland Times-News

WORKER SETTLES SUPER BOWL ICE SUIT FOR UNDISCLOSED AMOUNT
A Super Bowl XLV worker seriously injured by falling ice and snow has settled for an undisclosed amount with the National Football League, Dallas Cowboys and Super Bowl contractors Populous and S.A.F.E. Management. A confidentiality agreement prevented the parties in the lawsuit from revealing the settlement amount. Plaintiff Severin Sampson, who suffers from permanent hearing loss and a severe ringing in his ears, said he doesn’t know yet how the money will change his life. A newly approved device is helping some people who have lost their hearing to hear clearly again. Michael Cornog never knew what Meniere's disease was until it attacked, first affecting his balance. "A lot of pressure in my ear. You know, just an unexplained, kind of like a drunk feeling," Cornog recalls. Then when that cleared, Cornog's left ear went completely deaf. FCC ISSUES NEW RULES TO IMPROVE CAPTIONING QUALITY
The National Association of the Deaf (NAD) applauds the Federal Communications Commission (FCC) and especially Chairman Wheeler for moving to upgrade the quality of closed captioning on television. The NAD and other deaf and hard of hearing organizations filed a petition in 2004 asking the FCC to create quality standards for closed captioning. The Chennai city police on Wednesday arrested three employees of a private internet browsing centre in Periamet on charges of attacking a deaf and dumb student from the US. FIRE SERVICE IN DUNDEE 'LOOKING TO LEARN LESSONS' AFTER CRITICISM FROM DEAF CAMPAIGN GROUP
The Scottish Fire and Rescue Service are “looking to learn lessons” following allegations they let down the deaf community in Dundee. Area manager Dave Stapley was forced to defend a consultation document on the Dundee City Local Fire and Rescue Plan 2014-17 that the deaf community “were unable to fully access”. Deaf Links, a deaf persons advocacy group in the city, had suggested “the deaf community were unable to fully access and understand the local fire and rescue plan for Dundee city and our answers in the survey are reflective of this." / The Courier

HEARING AID MOVE 'MISHANDLED'
Advocates for the hearing-impaired and Deaf say ACC and the Government have mishandled an announcement of extra funding for hearing aids. The delay between the announcement and the start of funding was putting audiology clinics at risk and encouraging many people to wait up to four more months for much-needed aids. Starting Monday, Calgarians with hearing or speech impairments will be able to communicate with 911 operators via text message. Members of Congress are joining with the deaf community to bring more deaf interns and staffers to Capitol Hill. A Boston University professor was awarded a $2.75 million grant to conduct research on an advanced hearing aid. The grant, which was issued by the National Institute on Deafness and Other Communication Disorders, was given to Sargent College of Health and Rehabilitation Sciences professor of speech, language and hearing sciences Gerald Kidd. Assistant Vice President for NTID Finance and Budget
Job Description:
Monitor $90 million in revenue and expenses for the College of NTID.
Prepare financial component of NTID’s annual budget request to the Department of Education. Prepare responses for all questions from Department of Education included as a part of the Supplementary Data of the annual budget request.
Work in partnership with the RIT Budget Director, Controller, and their staffs.
Assure that NTID expenditures are in compliance with all RIT policies as well as any mandated by the Department of Education.
Present budget updates and financial analysis for the President of NTID and the NTID Administrative Council. Advise the President of NTID of challenges and opportunities for NTID and the RIT Budget Committee based on multiple funding levels that may be approved by Congress, and recommend funding amounts to be requested from the Federal Government.
Advise NAC members, Chairpeople and Department heads to resolve budget issues that may arise within their divisions/department, including assisting them in creating financial rationales for programs they are proposing to the President of NTID or to other RIT colleges.
Manage multiple projects; demonstrate patience in dealing with managers with little knowledge of finances; provide support and advisement to decision makers; communicate effectively in writing, verbally, and through the use of sign language; and maintain confidentiality.
REQUIRED MINIMUM QUALIFICATIONS:
Advanced degree in related field: Master of Business Administration, Accounting, Finance, and/or CPA or equivalent
8-10 years of budget management and financial analysis experience in a medium to large size organization, preferably in higher education. Experience in reporting and presenting complex financial information to administration for decision-making purposes.
5-10 years personnel supervisory experience
Fluency in American Sign Language and familiarity with Deaf culture. Candidates who are not fluent in American Sign Language must commence learning immediately and be able to demonstrate such proficiency within two years of hire.
